Established an agency-wide communications partnership involving all major public service delivery areas for the state agency that serves 1.3 million people – one in five of the state’s residents. The agency is a major partner in providing care and protection for children, care and protection for vulnerable adults, rehabilitation services for children and adults, community economic services, and medical services.
1999-2000 Communications Coordinator, Washington State Year 2000 Office
Organized and led inter-agency and public / private-sector teams that produced high-demand, quick-turnaround products and events that fulfilled a public need and received national recognition.


1989-1999 Communications Director to two state agencies: Washington Department of Wildlife (1989-93) and Department of Natural Resources (1993-1999)
Developed and led creative teams that achieved clients' objectives.  Developed and managed budgets exceeding $1,000,000

1968-1989 Multi-faceted career in journalism spanning six media markets, three national news corporations, and three family-operated enterprises.
Diversified experience as reporter, editor, statehouse correspondent, political columnist, and senior manager of news operations.  Author of a "Centennial Portrait" and "Centennial History" of Washington State.


RESULTS

Developed, from scratch, a results-oriented, integrated communications program for a diversified public agency that generates $250 million in revenue per year. 

Result:
Delivery of public information to Washington households 3 million to 13 million times each month over a 4-year period through news coverage by print and broadcast news media.

Developed clear, persuasive information that overcame resistance

Result:
A $2 million legislative appropriation 
in 1993 to fund a new watershed 
protection initiative; A $6.4 million legislative appropriation in 1997 to fund a forest management initiative that provided for three thinning, pruning and fertilizing to increase timber production in every region of Washington.

Provided leadership in creating a nationally recognized education/forest management partnership (community, school district, multiple state/federal agencies).

Result:
Students are gaining real-world education and field experience in managing a state forest that's now known as "Washington's largest classroom".

Coordinated communications for the Washington State Year 2000 (Y2K) Office, organizing and leading diverse teams of public and private-sector experts that quickly and effectively produced a state-of-the-art, three-volume series of comprehensive Washington State Year 2000 Readiness Reports as well as a statewide series of news events and news media briefings.

Result:
John Koskinen, Chair of the President's Council on Year 2000
Conversion, cited Washington State as a "leader in providing credible and
useful information to its citizens in innovative ways."


Dave is available through the Center for Continuous Learning at South Puget Sound Community College (SPSCC) serving the state capital and surrounding area by teaching professional development classes and providing consulting services to public agencies.
